The stair way that leads down to the sewers actually have another level. When you are at the stair case, try clicking on the bottom instead of the top, that should bring you back into the sewers. Or if you are still stuck in the area between "bridge and sewers", you can always [ctrl]+[J] your way back to ground level at the bridge district (provided you have enable cheat)
