Well - this does sound odd to me. If you reset the adventures then she should certainly offer you the quest. You haven't by chance just restored the game to the last time you were in town instead or resetting?
Check in your journal - maybe you already have the quest and don't realize it.
Gosh those all sound like rather non-helpful suggestions.
This quest isn't terribly important. She gives you an elixir which will freeze the Naga temporarily when you get to the Serpent Temple. Truth be told, I've never used it and managed to get through. Also many players think the amulet is a better deal than the elixir - that you can get with or without the quest!
