First, the dogs in the courtyard are the only place to get meat for the stew. Go back out and search really carefully around the courtyard. If there's no more meat in the courtyard then it could be that you killed the dog's too long ago and the meat has disappeared. In the event you do find the meat, make the stew in a pot on the stove (in the kitchen). Give the stew to your thief or someone who can become invisible. Have them walk through the area with the 4 beasts and go in to the area with all the cells. On the last door at the end of the hall you'll notice a pile of rubble. Place the stew in the rubble (you'll be able to access the rubble like a bookcase) and the beasts will come and get dinner. That's it. If you don't have the stew just lure the beasts out one by one and kill them that way (or make your entire party invisible and walk by them). I don't remember anyway to make Torgall talk more than he does.
