mook is down the stairs at the most south docks section. sometimes its hard to see him so go down the stairs and look around. the stairs are to the right of the harpers house and down (not the stairs connected to the harper house). tad is in the inner sanctum of the cult of the eyeless (near where you talk to the eyeless priest( not the ex-high priestess ) who asks for the rod. go up and to the left and you will see a big pit. talk to tad, who is right next to this pit and mention "the eye is blind". he will let you in.
