I *think* the building you are trying to enter is part of the Baldur's Gate thieve's guild quests. You cannot enter that building unless you have a thieve's guild member with you. Go to the TG and accept their quests(if you've already turned them down, I don't think they are offered again however). The first quest you have to meet a TG member outside the Sprurging Sturgeon. Once met, a cutscene will start and you guys go to the building in question. Or....I could be entirely off base!!
