Once placed on the finger of an NPC it will cause them to fall instantly in love with your character. They will forgive all past transgressions and obey your every command. Drawbacks, causes them to lose 3 Int and 3 Wis until they see sense, usually one week.
To be PC it will work on those of the same sex too...
