Both keys are found in the dungeon in the top right corner of Windspear Hills. The sewer key is found after you fight your old BG1 buddy at the end of the quest to free the daughter (before meeting Firkraag in his real form); while the other is found on Samia herself near the crypt entrance in the dungeon.
