Yes, Viconia is definitely a romance option...
What kind of character do you play? Viconia doesn't like elfs, for instance. And half-orcs and halflings are also out of the question, so if you've played a character from that race, it's not strange the romance never started.

Oh, and a few examples of the evil path (spoilers ahead): kill the Silver Dragon, create the human skin armour, get deeply involved with the battle between the two families in Trademeet. But I agree, there aren't that many evil options...
