What's his intelligence? You need 10 + spell level intelligence to be able to cast that level of spell. For instance, you need at least int 12 to cast 2nd level spells, or int 14 for fourth level spells, and so on.
Also, wizards learn spells from scrolls. They don't get them automatically the way sorcerers do.
