I believe that in 99% of cases like this it is better not to react.

There is no telling what the other person might do.

I learnt my lesson the hard way while driving, when I refused to increase speed past the speed limit, despite the persistant tailgating and flashing headlights of the car behind me. Without warning he overtook me, and then tried to ram me off the road (!!) I had to slam on the brakes to avoid a high speed collision. Even now I find it hard to grasp that the other driver was willing to risk his car, and his own life, just to try to "get back" at me.

Now if I meet a driver like that I do all I can to politely avoid them, even turning off into a side street if necessary.
