Intelligance has no effect on the number of memorisations of any level. It affects the number of spells of a level that you can write, and at higher difficulty levels you chances of succesfully writing a spell to your mage book. Also, you need 19 intelligance to be able to scribe level 9 spells.
Oh, and ofcourse it affects your chances of surviving a fight against a mindflayer...
