What your hearing is the normal phone dialing tones, plus the carrier wave, plus the initial data exchange that the modem uses to negotiate and synchronise. After that the speaker is turned off.
You can usualy turn them off in control panel->modems , but modem control codes are not standardised enough for that to be reliable, so it might not work unless you have the proper drivers or put the codes in manualy.
