No, but look at the Constitution again -- it is a list of how the Federal government is supposed to work, and lists the powers of each branch. EVERYTHING ELSE is reserved to the states, or to the people, as guaranteed in the 10th Amendment. Nowhere is the power to declare things TOP SECRET included in the Constitution...
