And the Twin Towers wasn't really a crime, it was a symbol of the American downfall (in the eyes of the perpetraitors(sp)). It wasn't planned to kill as many as possible, it was intended to show the Americans could be brought to their knees. Admittedly, they knew lives would be taken, but I don't think it can be classed as a crime. More an act of war.
