You may not consider this help, but oh well...
I think the first question you should ask yourself is why in the world would you want to create an entirely new ruleset? What need could you possibly cater for that isn't already fulfilled by D&D or any of the other roleplaying games around?
If you find an answer to that one, you will be well on your way - before that, I think it's pretty pointless except for serving your own recreational purposes.
