Anyway...I have to buy the fan because the actual fan came out of its spinning component. It is not spinning anymore...just hanging there. I have taken my card to two different computer specialist stores (Intrex and Computer & software Outlet), and neither have a fan that fits. The fan sits in a base that is mounted to the card. The base does not need to be removed to remove the fan, but the fan snaps in place by an internal component. It is specialized so that I have to have the right fane that is made to fit into the cradle.
My problem is that I cannot ind a Customer Service number for Visiontech.

Unfortunately Visontek has stopped producing nVidia based cards and is no concentrating solely on ATI. That's bad news for you, I'm afraid. You could try 1-800-434-1014, since the company claims to have an inventory of parts available for their older boards, and they state that they will still honour warranties.
I'm surprised that you're having such a tough time finding a replacement since Visiontek boards are based on the nVidia reference design. Try
http://www.thermaltake.com/products/chipset/vgaoem.htm they list quite a few OEM and high performance cooling fans for most video cards.
