Maybe the problem is with InstallShield not removing the install info after performing uninstall. It happened to me once or twice - every time I tried to install a game that I had previously removed, the InstallShield tried to uninstall instead of installing.

If that's the case, just open your program files directory, and enter the "InstallShield Installation Information" folder. (It's hidden, you need to display hidden files). Inside there are a number of folders with long names, which contain uninstall/install info. Open the first, then open (with notepad) the setup.ini file you find within. In the Appname= line you will find the owner application. Try all the folders until you find Civilization III or something like that. Then delete (or just rename if you want to be sure) the folder.

Installation will now progress as usual.

DON'T touch the other folders!
