This is exactly how Aussie "security garages" work.

I think Memnoch may be talking about the garage at his appartment building however, in which case the term 'security' is used cosmetically - for garages and appartments. ie: The garage has a locking roller door. The appartments have deadlocked main doors and an intercom...
TO get in to the garage, theif must have broken in, not merely strolled in. That's about the extent of "security" in Aussie dwellings.
