By clicking mouse twice when the cursor changes to two arrows. Reading the hint first tells you in which order to place the stuff.
Is that what you wanted to know? I am unsure.. my english.. how about this:
The right order is explained in walkthroughs.. I canīt remember it at the moment, but the hints are so obvious that you will figure it out easily.
And if nothing happens when you hover your mouse over them, one chance is that you are missing one or more of the items.
