I heard that comment wrong.
He was saying to rebel against a Western installed government if Saddam is removed.
Saddam doesn't want Western troops in Iraq. He knows it's over for him if it happens. He's trying to hold on to power by postponing disarming while offering carrots to keep the French, Russian, Chinese, and Belgians delaying things, but he does not want troops in his country.
Osama does want Western troops in Iraq! He hopes to start a world-wide entafata(sp?)!
