Yep, you gotta "pay the piper" if you're going to be casting magic in the city streets. Go to the Gov't District. You need to enter the very large building at the top of the map. You can pay your $5,000 gp inside there...then you can cast an Earthquake in the middle of the Temple District...and nobody will say word one to you.
OR....as andrewas said, you can just keep killing them. Since you are playing a good party, you would probably want to pay the fee. But I'm playing an assassin who hates to part with any of his gold, so I just attack them when they show up. If you decide on this course of action, I recommend two things.
First - DO NOT cast magic when attacked by thugs, bandits, or Bohdi's cronies in the streets. The LAST thing you need is 4 Cowled Enforcers showing up during the heat of a battle and joining sides with your enemies.
Second - So I "draw them out" on my terms. Go into a building and cast all of your "buff" spells (Haste, Aid, etc, etc). Save one "buff" spell for your mage (like Mirror Image or Stoneskin). Go outside and cast the final spell on your mage. You're party is now "buffed and ready" for the Enforcers when they show up.
Fight them on YOUR terms...not theirs. Just out of curiosity, does anybody know how long it takes for the Enforcers to quit showing up?
