Ras is sold by that nobleman down by the stalls. And yes it does quite literally attack on it's own. You click on it's icon in the item ability menu and the sword briefly becomes a summoned creature under your control looking as a levitating sword. When the time is up it will return to your inventory. Don't worry too much about losing it as it is immuny almost everything. A good sampler of the awesome power of the Mordenkainen's Sword spell. Ras is a fine blade, but remember that beside it's special ability it is really only a longsword. I rarely use it as anything else but a summon.
It doesn't matter what noble you chose. They are both equally retarded. If you want the love and admiration of the people you should follow down the plot twist that occurs halfway through the quest. For the more callaous of mind there is an
