Swashbucklers aren't meant to get an additional 1/2 attack per round because of specialisation! Is is, and always has been the case, that only warriors can gain multiple attacks per round (whether this be due to advancing in levels, or using proficiency points) with the exception of dual wielding and weapons/equipment that grant this.
That's also why Haer'Dalis doesn't get the 1/2 attack benefits with long and short swords. Just because Baldurdash has a fix, doesn't necessarily mean that it's legitimate to use it. There are specific patches from Baldurdash that I intentionally don't install because the game developers have stated in past interviews that certain aspects of the game are meant to be as they are, and therefore will not be fixed in future patches.
Specialisation for the swashbuckler (and Haer'dalis) simply provide your run of the mill +1 to hit, and +2 to damage bonuses.

There is definitely a bug concerning WW and swashbucklers. When I dual wielded Belm and the Scarlet Ninja-To, and then activated WW, she got 5 APR, not 10! I've a feeling that my bug was because of the Scarlet Ninja-To, maybe something to do with its usage restrictions.
