Nero is probably among the best, i can't really address your difficulties.
You could try CDRwin.

For creating iso9660 images, try
WinISO (also checks and converts isos/bins)
For strictly burning, try
Fireburner- it's my favourite, though the version I'm using has problems with multi-mode isos.
