I suppose it's possible that Tolgerias carries 2 RotRs, and killing him can get you both....but that would be tricky, since as soon as he turns hostile he immediately Dimension Doors away, so you've got to either Backstab him or disrupt his spell. And even if you succeed, I believe that you can loot only 1 RotR from his corpse.
Dundee is on the right track (of course) with how to get 3 RotRs in the same game, but I recall that I lost more than 1 Rep. point....maybe 3. But then, I've only done it once, and that was quite a while ago. Perhaps my being the NE leader of an Evil party with a low Rep. was what caused the severe Rep. loss.....
Wellard, Tolgerias is immediately hostile when you first see him in the Planar Sphere, and even if you Charmed him in order to Pickpocket him, you'd only be stealing from yourself in the end.
What surprises
me is that nobody's mentioned how difficult it is to pickpocket Renal Bloodscalp (and, to a lesser degree, Gaylan Bayle). This guy's a better watchman than most shops! Don't try lifting Renal's purse without at least 180% Pick Pockets, let me tell you THAT much.
