I am sure that Minor Spell Sequencer is sold in Trademeet. Have you tried the nobleman-merchant?
Also, Tenser's Transformation can be found on the statue in the lower reaches in the Temple District (Unseeing Eye-quest). I am nearly 100% sure of this.
