No you don`t. 
You get it in the Sahuigan City, on a Priestess in the central section (the bit that looks like a shark's mouth).
Also, if you have TOB installed, it`s power is toned down a bit. It will simply absorb spells (with some that bypass it), instead of sending them back to the caster. [/QUOTE]my bad.....i knew somethin was wrong there....so the one u get in the asylum is cloak of reflection.....it only reflects electrical damage back to caster
