While the nature of the "herbs" so enjoyed by the halflings (and Gandalf too) are a well known "secret", this does definately not have anything to do with the actor playing him.
Lord of the Rings was written before people began to go all crazy and hostile about drugs. The fact that halflings smoked weed was not that controversial back then.
