If Vdran haven't made it already, here's a quick walkthrough:

1. Open Near Infinity
2. Open the folder ITM
3. Locate the file 'CLCK17.ITM'
4. Go to the subsection 'Edit'
5. Press 'Add', and then 'Effect'
6. Press 'View/Edit'
7. Press 'Type', and browse through the list until you find 'Increase casting speed factor (189)'. Click this, and press 'Update Value'
8. Set the Targettype to 'TargetSelf'
9. Leave the Power at 0
10. Set the Amount to 4
11. Leave the first Unknown at 00 00 00 00h
12. Set the Duration to 'Instant/While Equipped (2)'
13. Set the Dispel/Resistance to 'No dispel/Not bypass resistance (2)'
14. Leave the Time at 0
15. Set the first Probability to 100 and leave the second at 0
16. Set the Unknown to '00 9c 8c 40 00 05 04 00'
17. Leave the remaining categories the way they are
18. Close the Effects-window, and save the robe
