Hmm, everything seems to be right for me. Have you tried the move-on trick? Start BG2, load your game, let it just stand paused for about an hour, then go unpause it, and start playing? It is supposed to start the next conversation right away.

Alternetly, you could always change the variable to 2. It'll take you directly to LT 69.
