I've had trouble with graphics cards, too. First off, what ATI card is it?
Secondly, do you have the latest driver for your new video card?

A general solution that may help you:
1.) plug in your old video card and make sure everything works ok
2.) Download the latest monitor driver, and video card driver
(from video card maker's website)
3.) Install the new monitor driver, and make sure everything works ok
4.) go into control panel, and then into add/remove programs. Locate your old
video driver, and remove it (this is what most people fail to do, and it can
easily lead to problems).
5.) Shut down your computer
6.) Carefully remove your old video card, and plug in your new video card
7.) Boot up your computer
8.) Install your new video card driver
9.) Make sure everything runs ok

This procedure has fixed 80% of me and my friends' video issue. If this fails to do it, you may need to update your BIOS version, and/or possibly chipset drivers from your motherboard's website.
