In one sense it is a disgrace that you have to have a license to own a dog, but any idiots like the aforementioned couple can be parents.

Still, however much I think socially approved/licensed reproduction might benefit society, I would never vote for it - it'd be one step on a very slippery slope of losing *alot* of basic human rights, I fear. Give governments an inch, and they take a mile, no matter where you live
