The US uses 60 Hz AC Current, Europe and I think Canada use 50 Hz AC current. Nikola Tesla chose 60 Hz for the very reason of avoiding flicker. The human eye can resolve images at a rate of about 30-32 Hz. The light varies in intenseity over a single cycle like this: Off, On+, Off, On-, Off. So the light is not on all the time. Using a frequency faster than 30 Hz gives the illusion of the light being constantly on and f > 60 (Which relates to Nyquist sampling theory in the digital realm) decreases the flicker effect and decreases eye strain.
