Refresh rate is how fast the whole screen is repainted in hz or cycles per second. Why is it important? because below 70Hz or so you will/can experience eye fatigue and headaches (not sure on the exact science of why but is tied to screen flicker) but above 70Hz is so fast that your eyes arent strained and thus no headaches.

To figure out what yours is right click your desk top select properties, settings, advanced, and in XP then select Monitor. Do not set the refresh rate higher than your moniotr is desigend for though as you can burn out the monitor. anything above 70 should be good enough to reduce eyestrain and headaches.
