If you are in the romance with her go to the Temple Ruins (Umar hills quest) and sleep near the temple after speaking to Anath. Some guys will wake you up and threaten to kill her if you don't hand over your money. If you want to continue your romance but not to lose money offer yourself as hostage and they will shoot you (they will hurt you or Jahiera anyway but it won't be fatal). Kill them and then Meronia will turn up and the quest will start. That is if you have done The Harper quest and Ployer. Either that or you have to wiat a bit to come to that part of the romance outdoors.
