You can use whatever sort of paint-program you want, as long as they can save files as .bmp. So Paint is absolutely enough, if you're only gonna use the regular tools like Flood Fill, Freehand Drawing etc.
The few times I make portraits, I use Paint Shop Pro 7, because of the tools available.
But as I already have said, all painting-programs can be used.
