Sure it's an event. There existed a "plan." That "plan was cancelled. The act of forming the plan was an event (comprised of neurons firing in your brain, maybe even writing the "plan" down on paper). Then it was cancelled, which is also an event. (Erasing the words of the plan written on the paper.) The event which never happened was the original "plan."
