Only PC's can summon a familiar. So none of the NPCs (Imoen, Edwin, Nalia, etc.) can.... Familiars ahve useful functions, depending on which one you get. One detects traps, another one pick pockets things. I don't know much about them, but maybe someone 'familiar' (hehe, bad pun there
) with them can tell you more.
