There are two tests of whether or not you're ready for the Keep:
1) BEFORE enting the Keep itself, Save your game. Then go beat the first level. If you did NOT find a Bastard Sword whose name begins with an F, you are in fact too low-level: The game weakens itself for lower-level parties, and it this case it simply does not create the creature that drops that sword. The sword in question is one that you do not want to miss, so Reload your Save and come back when you've gained a couple of levels.
2) Go into the Keep and fight some stuff. Are you having fun? If not, get out of there and come back later.

[EDIT:] Yay! Gold Dragon! And I thought I was still well in the Anubis range. Still, not as cool as Waldorf & Statler, but then what is?
