They don't test fly ANY Prototypes over DC Airspace.. that is usually done at 'area 51' where they have 300 square miles to fly.
Did you know that the base called 'area 51' has the worlds largest landing strip? You could land a shuttle at each end at the same time and they wouldn't hit. amazingly large! Where american law does not apply? Definatly the best place to test a new prototype.
With the lack of pics and a vague description its not easy to say much about what it is, but it dosent sound like any aircraft ive heard of.
