Because of the 2nd Edition Advanced Dungeons & Dragons rules, which the game is shaped by. It says that Druids can only dual to a Fighter, and vice versa. Barbarians, Sorcerers, Monks and Paladins can't dual at all.
If you don't like this rule, I suggest you get IWD2 or NWN, which both uses the 3rd Ed. AD&D-rules.
