A ban is usually done on IP addresses and subnets, and email addresses. So basically, to start again they need a new internet connection and a fake email address. And doing that has been tried; they were caught very quickly.
Also, circumventing an IP ban can be considered misuse of the telecommunications system; so the ISP will have something to say about it
