I grew up in rural pennsylvania and there are many farmers who would rather purchase "hot" C4 than get permission and licenses for Dynamite for stump removal....Military stuff disappearing from the inventory is no big story...yeah 300lbs of stuff can do a lot of damage...but it isn't revolutionary news.
