Are there other .ini files in your BG2 folder? There should be four:
Autorun.ini
baldur.ini
Keymap.ini
Mplaynow.ini
If there is none, go to Tools->Folder Options->View->Check the option to show hidden files on (this path is not exactly the same on different OSes).
