Good lord, what on earth is the point of an international agreement that is not binding on its signatory members? If countries can pull out willy nilly when they hit a snag they don't like, then the whole thing wouldn't last 5 minutes. That was the whole point of the exhaustive process that was gone through prior to finalisation and ratification of the court, which took four years, I believe. American legals were involved throughout.
