It's ok to have an occasional conversation in another language - I've had it myself, especially if you want to make a newcomer feel more comfortable. We'd rather you not carry on an extended conversation in another language - not because we're being narrowminded, but because it excludes others from joining into the conversation (that's what email and PMs are for, anyway). As Mel said, it's all commonsense and tactfulness.
Think of it this way - we're all sitting around a big table, having a chat, when two or more people sitting at a table decide to carry on their own extended conversation in their own language. It's ok if it's short and sweet, like a
como esta! or
bonjour, or a few posts back and forth, but to carry it on for an extended period of time becomes quite rude to people around them, you know what I mean?
