Depends if it violates the laws of the country he is in if it does then something can be done if it doesn't the nothing can be done.

Everybody needs to be carefull in what they do, say, dress, and even where they go. There's the real world and the world we like to think we live in. In the world we like to think we live in people can say/wear/do/go whatever their little hearts desire and there is no reprocussions, but in the real world there
ARE fruitcakes out there that are in desperate need of seeing a shrink. Each of us has to decide if what we want to do is worth the risk of coming across one of the fruitcakes.
