Actually, the real service is in not spending your tax dollars. 95% of legal cases settle. If they didn't, the system would collapse.
Additionally, it's a way to take the risk that the wrongdoer will walk free off of the table. I don't know the specifics of this case -- but we all have seen the insanity pleas, and findings of not guilty that occur. Rarely, of course.
And, yes, you are right that prosecutors are people too and want to get home to their families and not sit in the office until 10 pm every night. Most of us work to live, it's only on TV that they act like we all live to work. Allie McBeal bar hours in real life begin at 6 or 7 pm, not 10 pm.
As for why they want access to the files to identify other crimes of his -- it's about giving victims' families closure. He may be responsible for many crimes that are considered unsolved.
