Correct again. The "evil twins" are populists, and they will take any opportunity to blame problems (of any sort) on Brussels. Now they can say "we tried, but Brussels said no". It's a common exercise in European politics, even outside populist ranks. Politicans tend to hate assuming responsibility.

I'm sure the US has some similar scapegoating (substitute Brussels with Washington)
