The reason I didn't mention the Rep thing is that most people want the Robe of Vecna soon on, and it takes quite a few quests to build up rep (and if you're playing evil, you may not want that high rep, either!)

After the Irenicus dungeon, it only really takes two steps to get the 20 CHA:

1) Complete the Circus in Waukeen's Promenade and loot the ring from Kalah's body

2a) Go to the Docks district, find Mae'Var's guild, and talk to Gorch (the guy behind the counter) and ask to see his wares. You can either purchase or steal the Nymph's Cloak from him (use potions of Master Thievery if you go the "stealing" route).

or

2b) Cast the mage spell "Friends" to boost CHA temporarily. If your characters don't have it, there's a Friends scroll on one of the peasants/orcs in the first level of Kalah's Palace in the Circus.
